The 35 g tube has a 0.25 mm wall (the 28 g, 0.2 mm). It holds tire pressure much better and copes better with heat and punctures, in exchange for 7 g more.
Yes. It fits 28" (700C) road bikes with 18 to 32C tires: 18, 23, 25, 28, 30 and 32C, so it works as a 700x25c or 700x28c tube.
A semi-metal Presta (French) valve in three lengths, 45, 65 and 85 mm, so you can pick the one that suits your rim.
Yes. It's compatible with disc brakes and standard rim brakes.
Inflate it to 30 % so it takes shape, without going over 6 PSI, put the valve through the rim and spread the tube inside the tire without pinching it. Then finish inflating to the recommended pressure for your road tire (usually between 90 and 120 PSI).
